This is an unused set of "Hallowe'en Party Decorations" from The Beistle Company (who still exist today). It claims to contain:

This package contains Lamp Shades, Candle Holders, Invitations, Place Cards, Nut Cups, and Ice Cream or Fruit DecorationsThe set also includes a page of instructions for what to do at your party (which gives us the 1923 date on the copyright). It definitely feels like a sort of "aspirational over the top" set of party suggestions ala Martha Stewart, so I guess that's not new to the post internet age. ;)
