The original "TV221 – 1878 Tie-Back Underskirt" pattern can be found in the Truly Victorian catologue.

I'm going to start this off by saying, I love the Truly Victorian skirt patterns. I'm just about to the point where I can make them up without muslins and get exactly the effects I'm looking for.

My experience with this skirt was only a tiny bit different. Overall it went together beautifully and I'm very happy with the resulting skirt. I had a little bit of trouble with the back ties, but I think the problem is the difference between my hip and waist measures. I just don't have the hip ease to tie back the top of the skirt. If I had followed the directions and taken in the waist fullness around the whole skirt instead of just in the back it's entirely possible that I wouldn't have had that problem.

This is an awesome pattern and I will be making it again in the future.

Note: All the pictures I have of this skirt also include the TV303 overskirt.
